NTT DOCOMO Ventures Invests in PoliPoli, a Policy Co-Creation Platform Provider

NTT DOCOMO Ventures, Inc. (Head Office: Minato-ku, Tokyo; CEO: Yuko Sasahara; hereinafter, “NDV”) is pleased to announce that, through a fund that it manages, it has invested in PoliPoli Inc. (Head Office: Chiyoda-ku, Tokyo; CEO: Kazuma Ito; hereinafter “PoliPoli”), a policy co-creation platform provider.

In recent years, amid concerns that young people are turning away from politics, voter turnout among young people (aged 18 to 39) tends to be lower than that of other age groups. In the 26th regular election for the House of Councillors (July 2022), the voter turnout among young people also remained low—compared to 52.05% for the overall population—at 35.42% for those in their teens, 33.99% for those in their 20s, and 44.80% for those in their 30s. Some of the reasons given for this are the “inaccessibility of politics” and the “lack of difference election results make to everyday lives.”

PoliPoli’s vision is “to create a platform that can be used in countries all over the world for the co-creation of policies between government/administrative agencies and the people.” To this end, the company provides “PoliPoli,” a platform for people to convey their views to politicians, and “PoliPoli Gov (beta version),” a platform for people to convey their views to the administrative agencies.

These platforms provide information on policies and consultations with politicians and administrative agencies in plain language and easy-to-understand graphics, as well as allowing easy posting of comments and requests regarding the consultations, just like on social media. This has been well received by younger people, who have traditionally felt distant from politics and government, and has promoted their participation in politics. PoliPoli’s platforms allow the public to have their voices heard directly by politicians and government agencies. Expectations are high that these opinions will be reflected in actual policies to make a difference in society.
